What the record shows about Director Rose Krebs and her husband, former director Ace Hodgin.

How they got their seats

Ace Hodgin served on the PHCA Board from 2022 to 2024, the last year as its President. Rose Krebs was elected in 2024 with 1,491 votes. The 1 Hotel cast all 1,008 of its votes in that election for Rose, about two-thirds of her total.

$60,000 of Association money

In June 2025 the PHCA agreed to pay Rose and Ace $60,000 to settle their dispute with the Association, “as and for reimbursement of attorneys’ fees and costs,” under an agreement the PHCA later posted on its own website. Two of its terms stand out:

In all, their dispute with the Association cost members roughly $156,000, including the $60,000. Their lawyers in it were M4, the firm where Laurel Loo works, as Rose and Ace have said publicly. Together with the Starwood fights around them, their dispute keeps our Association entangled in legal bills.

Threats from the start

On December 20, 2024, about two months after she joined the Board, Rose posted on the PHCA community feed under the title “Serious Concern Regarding Actions Taken By PHCA Board”:

“Failing a prompt political resolution, I will be left with little choice but to seek legal counsel for redress of my grievances with PHCA.”
“Rest assured, if each Director forces me to act to stop their deplorable actions, I will fight vigorously to see those who participated are held personally liable in addition to PHCA’s obvious culpability.”

Back to the lawyers

Members who attend Board meetings report that Rose has proposed weekly calls with the Association’s lawyer, which the Board did not adopt. They also report that at two meetings before the Board approved the farmers market, she raised the possibility that someone might sue over a land-use issue and urged the Board to go back to the lawyers to check.

On August 19, 2026, Rose used the PHCA’s official email feed to send members a post titled “Responding to Untruths and Misrepresentations Promulgated by Ema Schulz.” To the neighbors who signed the petition to remove her, she wrote:

“When you signed this petition you effectively accepted Ema’s falsehoods and factual misrepresentations… I’d hope each of you would reconsider your support.”

Then she warned them:

“under HRS 421J(e) the board has discretion to release the petition to any member of the Association. I thought you should all be aware of that.”

Three days later, on the PHCA’s community feed, she told Ema: “Honestly, your continuing to do so is becoming tiresome and kind of pathetic for you.”

Ace, in his own words

In his Nextdoor posts, including a four-part series titled “Ema’s Yellow Journalism Runs Amok,” Ace wrote:

Starwood’s lawyer, on our Board call

At the June 25, 2026 Board meeting, with members listening, Starwood’s attorney James Raved told the Board:

“you have an obligation to pursue outcomes that are in the best interest of the entire PHCA and you’re not doing that because if we prevail as we fully expect to … you’re jeopardizing development for all 27 holes.”

He repeated it on Nextdoor: “The Mull/White litigation strategy foolishly jeopardizes risk of development on all 27 holes.” Right after him on the call, Starwood executive Roy Shanholtz told President Patti Thiele: “should we prevail, I do think you personally have opened yourself up to liability.” James Raved’s record →

A family in the development business

Rose and Ace’s daughter, Jen Krebs, co-founded Hawaii Project Development with her husband, Sean Combs. By the firm’s own website, both have worked for The Resort Group’s Princeville Development, the master developer behind Princeville Resort. If Starwood builds, the family’s company could possibly profit. Ace has said publicly that the company does construction project management and has never had business with Starwood.

The federal Medicare case

Ace Hodgin is named in the allegations, not as a defendant, of a federal whistleblower case against the Florida Medicare Advantage insurers Freedom Health and Optimum Healthcare. The complaint says he joined them as Chief Medical Officer in late 2009, and alleges he “limited the amount of time nurses could spend on each case to 4 hours over 3 months—a totally unrealistic workload.” The companies settled in 2017 for $32.5 million, with no admission of wrongdoing.
